Mr. Frank Garcia, President/Chief Operating Officer (CEO) for PERIKIN Enterprises, LLC, brings years of successful experience in business development, profit and revenue generation, relationship management, personnel management, long term finance, corporate insurance, and commercial lending. This experience has given him the knowledge to continue to grow and manage the organization. Mr. Garcia holds an active Department of Defense (DOD) Top Secret Clearance and a Department of Energy (DOE) Q Clearance.
In all aspects of customer support, he has demonstrated a superior knowledge of facilities management, program management (following corporate ISO 9001:2015 tenets for continuous improvement), project controls, data operations and marketing of commercial, municipal and federal programs. Mr. Garcia has received numerous awards/commendations: he was recently selected by the Small Business Administration (SBA) as the 2017 New Mexico Young Entrepreneur of the Year. Mr. Garcia has surrounded himself with a superior technical and administrative corporate staff made up of professionals/technicians from government, industry and academia. The PERIKIN technical staff is providing support to diverse customers around the country (including El Paso, Texas; Albuquerque/White Sands Missile Range, New Mexico; Dallas/San Antonio/Fort Hood, Texas; Redlands, California; Huntsville, Alabama; Tullahoma, Tennessee; and Washington DC) is made up of technical personnel with numerous professional certifications/affiliations.
He refocused the company’s objectives in pursuit of federal and commercial opportunities, creating new strategic Prime-Subcontractor relationships, increasing the company’s bonding capacity, leveraging and heavily marketing the company’s Federal HUB Zone certification, and significantly enhanced the company’s internal operations and processes with a continuous improvement corporate culture.
Under his leadership PERIKIN has maintained a well-diversified portfolio of services offerings. These include contracts/projects providing complete facilities operations and management, environmental services, construction management, preventive maintenance and repairs to secured and unsecured property to agencies like Fort Bliss Directorate of Public Works, Fort Bliss Environmental Division, Department of Homeland Security, Customs and Border Protection Air and Marine, General Services Administration, Defense Threat Reduction Agency, Department of Energy, Air Force Research Laboratories (AFRL) and the Air Force Nuclear Weapons Center. The firm has provided complete renovations, remodeling, alterations, upgrades and repairs to occupied and unoccupied facilities. These contracts consist of Facility Maintenance, Design-Build, Bid Design and Simplified Design contracts.
Also, Mr. Garcia has continued to expand the firm’s diverse service offerings. PERIKIN also provides a full range of high technology/information management administrative, program management, financial management and test and evaluation and engineering services (managing over 30 onsite CSP, subcontractors and consultants) for Air Force, Arnold Engineering
Development Center (AEDC) High Speed Systems Test (HSST) program and was instrumental in the establishment of the Hypersonic T&E Investment Program (HyTIP).
For the Department of Energy/National Nuclear Security Administration (DOE/NNSA) National Smuggling Deterrence and Detection (NSDD) and Global Material Security (GMS), PERIKIN provides diverse administrative, programmatic, budget controls, program controls, financial management, acquisition/contracts management, information technology, GIS, database integration and training support services.
At Fort Bliss (El Paso area) PERIKIN supports the Fort Bliss Department of Public Works/Environmental Division (DPW-E) providing a variety of hazardous waste management, spill response and environmental compliance services to various base and tenant organizations (onsite technical staff support ranging from 19 during normal operations to 30 FTE’s during surge special project periods).
